SQS validates CDM
projects
The validation by an independent accredited body, in UNFCCC terms a Designated
Operational Entity DOE, constitutes the first assessment step of a CDM emission reduction project.The
validation takes place prior to project implementation and equals the initial qualifying examination
for the planned generation of emission reduction certificates.
The validation
is based on the project documentation (Project Design Document) submitted by the investor. This project
documentation is supplemented by own research and by interviews of project participants and stakeholders.
Main areas of investigation are: project design, project baseline, monitoring plan, environmental compatibility
and stakeholder processes.
Following further validation steps are required:
Immediately after receipt of the project documentation the DOE publishes it on its homepage for a 30
day stakeholder consultation period. After closing of this public availability period the DOE publishes
its validation report with the stakeholder comments. In case of positive validation opinion and of project
approval by the host and investor countries, the DOE will submit a request for registration with the
relevant organ of the UNFCCC, the Executive Board EB. Unless a project participant or at least three
EB members request a review of the project, its registration will be deemed final after eight weeks. A
positive validation opinion is required prior to registration and consecutive implementation of the
CDM project. SQS verifies and certifies CDM projects
Verification
takes place in succeeding cycles by the DOE during project implementation. The DOE approves the total
amount of emission reductions in its Certification Report.
Verification
bases itself on the monitoring report, which has been prepared by the investor, and on own research
and interviews. The DOE reviews the implementation of the CDM project and its conformity with project
documentation, and it verifies measuring equipment and methods, data, archiving of data as well as the
calculation of emission reductions.
The DOE publishes
the monitoring report as well as the verification and certification reports. It transfers the reports
to the UNFCCC EB which issues the equivalent of the stated amount of certified emission reductions.
A positive verification statement is required prior to issuance
of emission reduction certificates.
